Business energy costs are rising: can estates stop wasting heat?

Energy-cost pressure is rising again. For estates with hundreds or thousands of rooms, this is not only a procurement issue. It is a visibility and control issue.

Energy prices are not just a procurement problem

Cornwall Insight reported in August 2026 that UK business energy costs had climbed around 25% since February. Its modelled example of a typical 12-month electricity contract for a small industrial and commercial site had risen to around £638,500.

The exact figures will vary by estate, contract, consumption profile and purchasing strategy. But the direction of travel matters. When energy costs rise, estates need to look beyond tariffs and ask what they can control operationally.

A whole-building or whole-estate energy bill is useful, but it does not show which spaces are driving the problem. A building can look acceptable on average while individual rooms are too cold, too hot, humid, poorly ventilated or heated unnecessarily.

From 30 November 2026, Awaab’s Law Phase 2 extends requirements to additional hazards including excess cold and excess heat where they present a significant risk of harm. That makes room-condition evidence more important, not less.

PBSA operators often absorb energy use through all-inclusive bills. If bedrooms are overheated, heated while empty or poorly controlled, the cost is operational while the discomfort becomes a resident-experience issue.

That is not an argument against retrofit. It is an argument for better evidence before and after intervention.
